Sadly, yes. But it's also worth pointing out that the woman in question is not only a student, but a GRADUATE student, as well. I will assume she is not concentrating in Comparative Literature. In any event, perhaps the proper question is not whether IQ tests should accompany the issuance of a passport, but whether they should accompany admission to Master's/ PhD. programs. A small bit of consolation, from a strictly jingoistic standpoint, can be found in the fact that the woman is now studying abroad. That is, unless you consider the public relations angle.
How was it inadvertently brought to your attention? Are you going to Krotch's wedding?

Dawn! I'm thrilled that the magic of the Internet has afforded us this opportunity to reconnect. As for the mysterious source that led me to your online lair, my initial inclination is to keep his name under warps.
Yet, in an age when Deep Throat and Matthew Cooper sing like canaries, that would be foolhardy. So, I reveal to you that it was that master of revelry and Puck-like exuberance, one Mr. C. D. Manders who coughed up the goods.
On a sadder note, I regret to report that I will not be attending the Krotchian nuptials. Do you know if his dear betrothed will assume the family name? If so, give my blessings to both halves of the merry couple.
